City spends heavily on top talents

Shenzhen will fork out big money to cultivate top talents in accordance with the national strategy and the development needs of the city’s key industries, the Shenzhen Evening News reported.

According to a plan issued by the municipal government, Shenzhen will select no more than 10 talents every two years and cultivate them into top talents in the city’s key industries and fields.

The training period will be five years and the funds will be divided into three categories: 10 million yuan (US$1.41 million), 15 million yuan and 20 million yuan.

The plan stipulates that the selected talents should be full-time employees already working in Shenzhen regardless of nationality or hukou.

Additionally, they should meet one of the following conditions, namely, having presided over major scientific research tasks at the national level; led the construction of national innovation bases or key disciplines; led high-level innovation teams at or above the provincial level; made major breakthroughs in achieving cutting-edge basic research; and made great contributions to key generic technologies, advanced technologies or modern engineering technologies.

According to the plan, one candidate can be recommended each year by an academician of Chinese Academy of Science or Chinese Academy of Engineering, or a local university, public science and research institution, and high-level hospital in Guangdong Province.

The selected talents should sign a training contract with their employers, the plan said. During the five-year period, they should be working full time in Shenzhen and cannot sign other labor contracts with units outside of Shenzhen. Application for other special talent subsidies is also not accessible.

The plan will come into effect Sept. 1 for a trial period of three years.
