Strategic Goals

Shenzhen has set strategic goals for its economic and social development for the years from the "11th five-year program" period to 2020. They are: to build Shenzhen into an international high-tech city of great renown in the Asia-Pacific region, a global logistics hub, an international center of finance, trade and conventions and exhibitions, an international center of cultural exchanges, and an international tourism city; to build Shenzhen into an important regional international metropolis in 15 years of time.

Development Strategy

Shenzhen will fully implement the strategy of independent innovation, striving to build itself into a regional center of independent innovation. It will endeavor to play a key role in building China into an innovation-oriented country, and strive to be in the vanguard of some key technologies, core fields and strategic industries.

Shenzhen will strive to maintain a sustainable, rapid, coordinated and sound economic development, push forward industrial upgrading, and vigorously develop the recycling economy and knowledge economy. It will further improve its city functions, enhance its influence, and make itself more human, convenient, and internationalized.
