The Shenzhen Municipal Shenzhen Municipal Service Center for Small and Medium-sized Enterprises provides joint services with the Shenzhen Municipal Center for Developing Productive Force. Affiliated to the Shenzhen Municipal Bureau of Trade and Industry, it provides comprehensive services for all forms of small and medium-sized enterprises (SMEs).
Its major responsibilities include:
1) to implement the national, provincial and municipal regulations, policies and guidelines on the development of SMEs; to cooperate with relevant departments in drafting relevant local regulations, polices and measures;
2) to cooperate and coordinate relevant departments and organizations in establishing a diversified and all-around service system, which provides such services as start-up fostering, financing guarantees, technical supports, information consulting, market development and professional training;
3) to assist its governing authorities in monitoring and analyzing local SMEs' development conditions and trends; to submit near-term macro-control targets and measures to its governing authorities; to classify local SMEs; to collect and publish the information of them;
4) to direct local SMEs in industry restructuring and product-line adjustment according to relevant industry development policies and guiding directories for investment;
5) to help accelerate the reform and development of local SMEs; to urge them to improve scientific innovation, technological transformation and product development; to urge them to adopt all-around quality standards and relevant management principles;
6) to direct local SMEs in cross-regional economic and technical cooperation and exchanges; to help accelerate the adoption of advanced imported technologies; to assist local SMEs in developing global markets;
7) to assist financial institutions in establishing proper financing channels for local SMEs; to help the SMEs improve the financing market; to assist its governing authorities and financial administrations in managing the funds dedicated to the development of local SMEs;
8) to establish an efficient communication channel with local enterprises for better services;
9) to undertake other assignments given by its governing authorities.
