The Shenzhen Municipal Command Center for Emergency Operation is directly under the leadership of the municipal government and handles regular affairs of the Shenzhen Municipal Committee for Emergency Operation.

Its major responsibilities include:
1) to implement national laws, regulations, policies and guidelines on public emergency operation; to formulate relevant local regulations, polices and guidelines;

2) to formulate and amend local plans and project construction programs for public emergency operation; to direct the implementation of the approved ones;

3) to formulate the city's general plan for public emergency operation; to direct relevant departments in formulating and amending their relevant sub-plans;

4) to direct and coordinate relevant departments in building professional teams for emergency operation; to formulate relevant maneuver programs; to organize relevant departments and professional teams in cooperative maneuvers;

5) to compile materials for public education on emergency operation, and to organize relevant educational programs for the public;

6) to direct the compiling of resources profiles for emergency operation; to formulate readiness programs for dedicated emergency materials as well as allocation programs for emergency operation equipment, and to implement the approved programs;

7) to direct local emergency operation; to direct relevant information management affairs including arrangement, analysis, publishing and reporting; to assist municipal leaders in relevant decision-making; to direct or coordinate news/information release affairs for severe emergencies; to provide watch-office services for the municipal party committee and the municipal government; to handle the documents and phone calls received by the watch offices from the Central Government, the State Council, the Guangdong Provincial Party Committee/Provincial Government as well as from other provinces and cities;

8) to arrange local technical resources for emergency information; to establish the city's emergency information network as well as a commanding platform for emergency operation;

9) to direct and coordinate operations in major emergencies when authorized by the municipal party committee, the municipal government and the municipal committee for emergency operation;

10) to coordinate relevant departments in making assessments and handling rehabilitative affairs in the aftermath of an emergency; to direct relevant government departments and professional organizations in emergency operation management;

11) to establish an efficient communication channel with local enterprises for better services and guidance on emergency operation;

12) to undertake other assignments given by the municipal party committee, the municipal government and other governing authorities.
