Major responsibilities:
1) to formulate construction strategies and annual plans for the municipal legal system, and to implement the approved ones;

2) to draft (or direct the drafting of), amend, review and approve regulations for the Shenzhen Special Economic Zone (SSEZ), major municipal regulations as well as the municipal government's administrative measures; to undertake the interpreting, filing and publishing affairs for the municipal government's administrative measures; to undertake the arranging and compiling affairs for major municipal regulations and the regulations for the special economic zone; to arrange and translate the existing regulations and measures;

3) to direct the rule-of-law affairs concerning local government agencies and administrative activities;

4) to collect public proposals for laws, regulations, drafts and major policies, as assigned by the Standing Committee of the National People's Congress, the State Council, the provincial people's congress, the provincial government, the municipal party committee, the municipal people's congress and the municipal government;

5) to review the regulatory documents of the municipal government agencies, to review and file the regulatory documents of the district government departments, and to arrange local regulatory documents;

6) to settle the administrative reconsideration cases filed to the municipal government; to direct and assist local government agencies in administrative reconsideration affairs;

7) to undertake the legal affairs in responding to administrative lawsuits on behalf of local government agencies; to direct and assist local government agencies in responding to administrative lawsuits;

8) to undertake the legal affairs in settling administrative compensation appeals filed to the municipal government;

9) to direct the implementation of the responsibility system for the rule-of-law administration; to cooperate with relevant departments in the legal reform for local administrative system; to coordinate the municipal government and its district agencies to settle disharmony and incompatibility in implementing laws, regulations and administrative measures;

10) to review and coordinate the implementation of national, provincial, municipal and SSEZ's regulations and administrative measures; to propose suggestions and drafts for amending and improving local regulations;

11) to direct the issuing and managing affairs of the administrative enforcement certificates; to direct the professional training for administrative enforcement officials; to supervise the performance of local administrative enforcement agencies; to handle complaints involving relevant affairs;

12) to supervise the hearings for administrative penalties; to direct the reviewing and issuing affairs of qualified hearer certificates; to enforce the administrative penalties directly under the jurisdiction of the municipal government; to conduct relevant hearings;

13) to undertake the affairs of the Legal Advisory Office for the Municipal Government; to organize legal advisors to provide services to the municipal government; to assist the municipal government and its agencies in performing legal arguments before making major decisions and signing contracts; to settle relevant legal affairs on behalf of local government agencies;

14) to conduct scientific researches on such issues as the legislation in an economic zone and government by law;

15) to direct relevant promotion and consulting programs;

16) to undertake other assignments given by the municipal party committee and the municipal government.
