Major responsibilities:
1) to implement national regulations, policies, guidelines and programs on the tourism industry; to direct the formulation and implementation of relevant local regulations and measures;

2) to direct the formulation and implementation of development strategies and plans for local tourism, as well as programs aimed at exploring international and domestic tourism markets; to foster and improve local tourism market; to direct promotional campaigns enhancing the city's image, strengthening its market share or improving the services; to cooperate with relevant departments in directing the development of major tourism products;

3) to direct the survey work for local tourism resources; to cooperate with relevant departments in directing the development of key resorts; to conduct researches and studies on major tourism issues; to direct the statistics work for local tourism;

4) to administrate within its given authority local resorts, restaurants, recreation clubs, hotel management companies and tourism agents; to direct the implementation of the facility and service standards for local tourism destinations, holiday resorts, boarding services, travel agents, special interest tour services and tourism vehicles/vessels;

5) to cooperate with relevant departments in regulating, coordinating and administrating overseas tours, border tours as well as tours to Hong Kong, Macau and Taiwan; to direct relevant international exchanges and cooperation;

6) to cooperate with relevant departments in administrating and coordinating the affairs concerning overseas tourists; to coordinate the affairs concerning the "Easy Visa in 144 hours" policy;

7) to supervise the market order and service quality of local tourism; to handle tourists' complaints; to protect the legal rights of both tourists and service providers;

8) to direct relevant education and training programs; to administrate relevant professional qualification systems; to direct its district branches;

9) to undertake other assignments given by the municipal party committee, the municipal government and other governing authorities.
