Shenzhen Municipal Administration of Work Safety

The Shenzhen Municipal Administration of Work Safety provides administrative services along with the Office of the Shenzhen Municipal Safety Administration Committee. Besides directing work safety affairs, it also administrates the work involving hazardous chemicals.

Its major responsibilities include:

1) to provide all-around administration over local work safety issues as follows: implementing national and provincial laws, regulations, policies and guidelines on work safety (including the supervision over the safe use of hazardous chemicals, the same below); drafting general regulations for local work safety issues as well as industry-specific work safety standards; implementing the approved local regulations and standards; formulating local development plans on work safety; making regular analysis and forecasts for local work safety conditions; studying and direct the solution of major problems in local work safety; formulating and implementing emergency measures for serious work safety accidents; directing the formulation of technical programs for work safety; directing relevant major scientific researches and promotion affairs;

2) to provide within its given authority all-around supervision and administration as follows: directing, coordinating and supervising the special work safety assignments undertaken by government departments in such fields as construction, quality and technical supervision, public security, transportation, land and resources, environmental protection and water affairs; directing, coordinating or participating in investigating and settling serious accidents; directing and coordinating local emergency and rescue work;

3) to supervise within its given authority local work safety issues as follows: supervising and inspecting local enterprises' compliance with work safety laws, regulations, national (or industrial) standards; supervising local enterprises' working conditions including equipment (excluding special equipment, the same below), facilities and necessary protective devices; supervising the monitoring and containing measures for major hazard sources, as well as the remediation processes for major hidden hazards; punishing enterprises that operate without required safety measures;

4) to direct local information work for work safety issues; to record and publish relevant information; to collect accident and casualty statistics involving work safety;

5) to direct and coordinate the examination affairs for work safety; to direct and supervise the qualification administration for intermediary agents responsible for testing and reviewing the work-safety compliances of local enterprises;

6) to ensure all-around supervision and administration over the safe use of hazardous chemicals;

7) to direct the examination and evaluation work for local work-safety liability system;

8) to direct local education, training and promotion programs on work safety; to direct and supervise relevant training and reviewing programs to ensure the qualification of operators in special industries (excluding operators of special equipment, the same below), senior managers and work safety supervisors;

9) to direct the implementation of the "registered work-safety director" system, and to ensure necessary supervision and examination;

10) to direct relevant international exchanges and cooperation;

11) to establish an efficient communication channel with local enterprises, hereby providing better guidance in work safety laws, regulations, administrative services and procedures;

12) to undertake the daily affairs of the Office of the Shenzhen Municipal Safety Administration Committee, as well as other assignments given by the municipal government, the national and provincial work safety administrations.
