The Shenzhen Municipal Bureau of Quality and Technical Supervision provides administrative services for standardization, measurement, quality, as well as safety issues concerning pressure vessels (including boilers) and special equipment.
Its major responsibilities include: 1) to promote and enforce national, provincial and municipal laws, regulations, guidelines and policies on quality and technical supervision; to formulate and implement local regulations and measures on quality and technical supervision; to direct and supervise relevant administrative work;
2) to formulate and implement developing plans concerning quality and technical supervision; to coordinate relevant industrial and professional supervision affairs;
3) to direct local quality work as follows: directing the implementation of The Outline for Quality Revitalization, directing the implementation and promotion of the Brand Strategy, coordinating and administrating the quality supervision work for the equipment in major projects, directing the investigation of serious accidents caused by product quality, as well as supervising and administrating quality certification agencies;
4) to direct the product quality supervision work as follows: administrating and directing the quality examination work, conducting quality control and compulsory examination over local products, administrating production licenses for industrial products, as well as administrating and supervising the anti-fake work for local products;
5) to direct the standardization work as follows: supervising the enforcement of the compulsory standards, administrating product standards for local products and imported mechanical/electrical products, keeping the records of product logos, direct local enterprises' standardization work by introducing global standards and/or advanced overseas standards, directing and coordinating the standardization work in such key fields as high-tech industry, information industry, agriculture and service industry;
6) to provide centralized administration of the measurement work as follows: promoting the legal units of measurement and enforcing the national measurement system, establishing and administrating public measurement standards, promoting modern systems for industrial measurement, examining local enterprises' abilities for measurement testing and ensuring, regulating and supervising the measurement proceedings for goods quantity;
7) to provide all-around safety administration over boilers, pressure devices (including pressure vessels and pipelines) and special equipment such as elevators; to formulate and implement relevant safety administration measures; to direct the investigation of the accidents involving boilers, pressure devices (including pressure vessels and pipelines) and special equipment (including elevators and explosion-proof electronics); to administrate the professional training, examination and qualification certification in relevant fields;
8) to direct the investigation over illegal activities against the laws and regulations on standardization, measurement, quality, special equipment such as pressure vessels/pipelines and elevators; to direct and coordinate local campaigns cracking down fake goods;
9) to supervise and administrate public information providers including quality examination agencies, measurement testing agencies and measurement tool calibration agencies;
10) to undertake the local reporting and consulting work for the Agreement on Technical Barriers to Trade of the World Trade Organization (WTO/TBT); to direct international exchanges in relevant fields;
11) to direct the technological work in relevant fields; to direct relevant professional qualification work; to administrate its direct affiliates and branches; to direct relevant academies and associations;
12 ) to undertake other assignments given by the municipal government and the provincial bureau of quality and technical supervision.
