The Shenzhen Municipal Administration for Industry and Commerce (also the administration for commodity prices) supervises local markets and prices.
Its major responsibilities include: 1) to implement national laws, regulations, policies and guidelines on industry, commerce and prices; to formulate relevant local regulations and measures; to direct the implementation of the approved ones;
2) to approve qualified market entities; to direct the registration procedures of enterprises (including foreign-invested enterprises), private business owners, representative offices, processing and compensation trades (processing with materials or given samples, assembling supplied components); to punish profit-making without licenses;
3) to supervise market competition orders; to investigate and punish misconducts or illegal activities such as monopoly, unfair competition, smuggling or selling smuggled goods, and pyramid selling;
4) to supervise local trading order, to direct the supervision of commodity quality; to crack down the production and sale of counterfeit and shoddy products; to protect the rights of both businessmen and consumers;
5) to supervise the market orders of consumer goods and production materials; to supervise the promotion and exhibition activities; to participate in supervising and managing the factor markets;
6) to supervise private and institutional agents;
7) to direct the administrative supervision over contracts; to direct the registration management of chattel mortgage; to supervise the auction orders; to crack down illegal activities such as contract frauds;
8) to direct the trademark management work; to investigate trademark infringement cases; to protect the rights of registered trademarks; to direct the printing and use of trademarks; to direct the approval procedures for "Famous Trademarks" and "Elite Trademarks," to direct the work of trademark agents;
9) to supervise the advertising activities; to punish illegal or unfair advertising activities;
10) to supervise the liquidation of non-bankrupt enterprises; to direct the liquation work for enterprises under compulsory liquidation;
11) to direct the analysis, forecasts, pre-warning and monitoring of local prices; to formulate annual price control targets and relevant measures; to use the price leverage to promote the economic development;
12) to direct the fee-collecting work for certain goods and services as required by national and provincial regulations; to direct and coordinate the collection of administrative and public fees;
13) to maintain pricing orders for fair competition; to supervise within its given authorities the pricing and fee-collecting activities; to handle complaints concerning prices; to stop misconducts such as dumping and price frauds; to punish illegal activities that disrupt market order;
14) to direct the work of the public organizations under its leadership;
15) to undertake other assignments given by the municipal party committee, the municipal government and other governing bodies.
