The Shenzhen Municipal Bureau of Local Taxation is directly under the provincial bureau of local taxation.
Its major responsibilities include: 1) to implement national laws, regulations and measures on taxation; to formulate relevant local taxation measures;
2) to direct the reform of local taxation system; to enforce relevant collection measures and supervision system;
3) to undertake the collection work of local taxes, extra charges of education funds, social insurance premiums, fees for cultural undertakings and other fees it has been assigned by the provincial and municipal governments to collect;
4) to direct local administrative reviews and administrative litigations concerning taxation;
5) to supervise government departments, public organizations and their employees on their obedience of taxation laws and regulations;
6) to direct its sub-departments in taxation plans, accounting and statistical reports as well as invoice management;
7) to direct the personnel affairs, organization structures and fee allocation work of local taxation departments; to review, appoint and dismiss leaders of certain levels;
8) to direct the team-building, education and training programs of local taxation workforce;
9) to direct academic researches and public promotions on taxation measures; to supervise the management of registered tax agents;
10) to undertake other assignments given by the municipal party committee, the municipal government and other governing bodies.
