Shenzhen has made greater efforts to safeguard people’s livelihood. Expenditures on improving people’s livelihood reached 277.2 billion yuan, accounting for 65 percent of the general public budget expenditure. The government has accomplished 12,000 projects concerning people’s livelihood. A total of 109,000 new jobs were created in 2018, and the urban registered unemployment rate was less than 2.5 percent. The minimum wage standard was raised to 2,200 yuan per month, and the subsistence allowances for urban residents were raised to 1,070 yuan per month

The development of education has been accelerated. By the end of 2018, the total number of schools at all levels in the city reached 2,551. The city has provided 23,000 new seats in kindergartens and 63,000 seats in public primary and secondary schools, built 150 new public kindergartens and 116 inclusive private kindergartens. In addition, 75 percent of compulsory education schools offer lunches and have lunch breaks. Shenzhen has also taken the lead regarding the monitoring results of national compulsory education quality in the whole province. Four universities, including Shenzhen University and Southern University of Science and Technology, were selected into a new round of provincial high-level universities and discipline construction plan. Harbin Institute of Technology (Shenzhen) recruited undergraduates independently. The Shenzhen Campus of Sun Yat-sen University started construction. Shenzhen Technology University was officially established and Tsinghua Shenzhen International Graduate School got the go-ahead. The Chinese Academy of Sciences has formally signed with the municipal government to build a new university. Shenzhen Polytechnic was awarded a national prize for teaching achievements

Shenzhen has expedited the development of medical and health services. By the end of 2018, there were 3,806 health and medical institutions across the city and 2,555 new beds were added. Four hospitals were selected into the construction plan of provincial high-level hospitals and eight 3A-rated and Grade-3 hospitals were added. Shenzhen No.3 People’s Hospital has been approved as a national tuberculosis clinical medical research center. The Seventh Affiliated Hospital of Sun Yat-sen University has been put into operation. Xinhua Hospital and the Second Children’s Hospital have started construction. Fuwai Hospital Chinese Academy of Medical Sciences Shenzhen was built in the city. Fifty-seven high-level medical teams have been introduced and 41 community health institutions have been opened. In addition, 67 percent of the city’s targeted groups have signed up for family doctor services. Shenzhen has also launched a number of projects for mothers, babies and children, such as free chickenpox and influenza vaccination and dental sealants for school-age children. An institute has been set up to offer health care and nursing education for serving the aged. Shenzhen Nursing Home was opened with an additional 1,000 beds.
